The Mislatel consortium is comprised of China Telecommunications Corp, Udenna Corp. and Chelsea Logistics Holdings Corp as well as Mindanao Islamic Telephone Company, Inc. (Mislatel).

Before Mislatel may receive its Certificate of Public Convenience and Necessity needed to operate as a telco, it should submit its business and rollout plans within ninety days. If it fails to do so, they will be disqualified.

’Yung bola nasa kanila na [The ball is in their hands]. And they have a maximum of 90 days. If they do not, for some reason, accomplish (submitting the necessary documents) in 90 days, that would disqualify them also,” Department of Information and Communications Technology Acting Secretary Eliseo M. Rio, Jr. said.

Mislatel vowed to deliver 27 Mbps of minimum average broadband speed on its first year before zooming to 55 Mbps in the next four years as indicated in its Highest Committed Level of Service bid, but Globe Telecom Inc. doubts that the new telco player can deliver its promise.

“There’s no telco that can do that in one year in my opinion. To me, it’s 24 months. Let’s see. We use the same equipment, we go through the same permitting process. Let’s see,” Globe President Ernest L. Cu said in a press briefing.
